With inscriptions in ink by the municipal political chief of the Cali district on the title and the back, with his autograph, dated January 17, 1827.

 

Broadside decree announcing the implementation of a new taxation levy. The Vice-President announces that the president has exercised the extraordinary powers granted by the decree of November 23rd, to mandate a capitation fee of three pesos from all free men, without exception of class, condition, or status, as well as from mothers of families aged 14 and above. The subsequent 25 articles delineate the procedure for tax collection, deemed necessary "to compensate for the shortfall in taxes and contributions, which have not been collected throughout the current year due to various well-known circumstances that have converged to impede it." Shortly after this proclamation, President Bolivar dissolved the Vice-Presidency post held by Francisco de Paula Santander and proclaimed himself dictator.

 

Condition: Browned, a few pinholes. Otherwise in good condition.
