Rare provincial edition printed in Grenoble for the Départment of Isère, of a law authorizing urgent measures to supply and stabilize Saint-Domingue during the early phase of the Haitian Revolution, notably empowering the executive to procure provisions, raw materials, and supplies from the United States up to a limit of four million livres, to be charged against the American debt; the law further regulates advances, payments, and reimbursement through the national treasury, including the settlement of bills of exchange issued by colonial authorities, and places these expenditures on the fiscal resources of the colony, reflecting both the severity of shortages and the breakdown of normal supply systems, while integrating colonial relief into the broader financial mechanisms of the French state.
