Royal proclamation promulgating a decree of the Assemblée nationale issued in response to the serious disorder at Brest following the arrival of the Léopard from Saint-Domingue, whose crew had mutinied amid escalating political tensions in the colony and returned to France presenting themselves as patriots; the ensuing unrest, involving conflicts between naval authorities, sailors, and local populations, prompted the Assembly to intervene in order to restore order, reassert discipline within the navy, and address the broader implications of revolutionary agitation spreading from the colonies to metropolitan ports.

Condition: slightly creased and a little toned, otherwise good.
